The temporary password is generated when a new user is created. This password is sent in the On-boarding email and can only be used once.
Users often refer back to the On-boarding email and try to use it again, not understanding that once it's been changed it can't be used again. Or they might try to use the temporary password to login to the App, this will never work, only the new password will work for the App.
If a user says they can't login, the temporary password should be checked first.
Under Virtual emails click on view all and select the most recently sent Virtual email, as below.
SF classic:
This will take you to this record. In the below example the temporary password is blank (invisible) which means it has been used already. So the user needs to follow the 'reset your password' steps to login via the link below:

If the temporary password is visible the user needs to be taken through the On-boarding process and use the sign-up link to login:
